The screw, which is the fixed pivot, must be perpindicular to the base. If it slopes down, friction with the lever arm is increased. This happens in two ways: 2. the nut holding the screw to the base is loose. Fix this by removing the wing nut and lever arm, tightening the nut, as in the illustration and relacing the lever arm and wing nut. 4. there is no nut holding the screw to the base: the wing nut is holding both the screw and the lever arm to the base. Fix this by removing the wing nut and lever arm, tighten a flat nut on the screw, then replace the lever arm and wing nut.
